Do you receive a blank page with only the border content when you access you Identity Panel application from Internet Explorer? Please check the following:
Permissions
You need to be in a permitted security group.
Compatibility View Mode
Make sure you are *not* viewing the site in Internet Explorer Compatibility Mode.
By default, IE displays Local intranet pages in Compatibility View - to change this you need to untick the 'Display intranet sites in compatibility view' option below:
