The Service Task workflow step is used to start, stop, or restart a windows service. The service task step is able to operate remotely against another server, but the Panel Service account must have sufficient permissions to perform the operation.
One easy way to add service permissions is with the Microsoft utility subinacl (Microsoft).
Settings
Service – Name of the service to operate on, must be a system name, not the display name. The name may be found in Properties in the Windows Services MMC
Operation – Start, Stop, or Restart
Server – Typically localhost, but may be a remote server
Wait for Status – Whether to wait for the service operation to complete before moving on to the next workflow step
